As the time passes by, it destroys everything gradually. But statues and monuments are made of stone. And stones wear very slowly. So they can remain intact for a very long time. So they can brave the ravages of time. But ultimately, they too, have to fall a prey to time.

The poet has referred the time as blowzy, because it destroys everything and proves that nothing is eternal, nothing is immortal. As time passes, the statues and the monuments built by the braves to keep themselves remembered by the people till the posterity, too fades away because they are made of stone and stones are not immortal, they are just like the people with lives, who fade away when the time comes. Similarly, when the time comes, the stones too fade away, unlike the humans or any other living organism, they fade away through a process called weathering, where huge rocks are converted into soil/sand as the time passes. Thus, time is immortal, not the statues or the monuments.
