Adsorption of gases on charcoal depends on temperature, mass of the gas and critical temperature of the gas. Higher is the molecular weight of the gas, more easily it is adsorbed and higher is the critical temperature of the gas, more easily it is adsorbed.
The atomic mass and critical temperature of neon is more than helium. So, neon gets easily absorbed over charcoal than helium.
