Coalition goverment is a governement formed when a single political party is unable to secure majority in the legislature. It is an alliance of many parties with similar interests and whose votes when considered together form majority.
Coalition government puts restrictions and limits on the powers of Chief Minister or Prime Minister as all the parties should agree to the decision. This prevents misuse of power. These restrictions and limits reduce the power of PM, unabling him to take independent and big decisions.
For eg, since the past few decades, a coalition ruled India. It did not take big decisions. But in 2014 General Elections, BJP secured majority and the PM has taken many big decisions such as demonetisation and GST.
