I'm solving this here
Here I'll use the theorem that pair of tangents from the same point to a circle are equal.
So here ,
DS = DR = 5cm
Thus AR = AD - DR
AR = 23 - 5
Thus AR = 18 cm
Again AR = AQ = 18 cm
Thus BQ = AB - AQ
BQ = 29 - 18
Thus BQ = 11 cm
Now the most important step here angle B = 90°
and we know radius is perpendicular to tangents.
Thus all the angles in quadrilateral OPBQ are 90°.
Thus it's a square!!!
Thus all it's sides are equal
This radius = BQ
Thus radius = 11 cm
