valency of -
chlorine = 1
neon=0
sulphur = 2

Ankit1234: why valency are negative?
maria9: because the atoms gain one electron to attain stable electronic configuration. the gain of electrons makes the overall charge of the atom negative.
Ankit1234: but valency only written in positive
maria9: No it is not. all non metals hve negative valency
Ankit1234: but it is written only in positive.....u can see in books or internet also
maria9: it was my mistake srry
Ankit1234: no sorry

Neon configuration 1s^2 ,2s^2, 2p^6
hence in their valence shell 8 electron found , so, Neon valency is8-8=0
Cl configuration 1s^2,2s^2,2p^6,3s^2,3p^5
hence chlorine valence electron is 7
so, valency of chlorine is 7-8=-1
sulphur configuration 1s^2,2s^2,2p^6,3s^2,3p^4
hence valence electron of sulphur =6
so, valency =6-8=-2
