Hello,

Chlorine has electronic configuration = 2, 8, 7
Thus, one electron is gained to complete its octet and so its valency is 1.
Neon have valency 0 because it lies in the outermost shell of an octet which is the first reason and the second reason is that neon is a noble gas and noble gases have their valency 0.Thus,neon's valency is 0.

Hope it helps
