So, to sum up three varying units under one master-policy is not possible. If a singular HD policy is implemented under certain criteria than it must cover these three ministries with seperate supervising administrative-organ that can get involved in analysis and commanding on their progressive chart to fix the loopholes and drawbacks of the three parallel developments with a singular vision and find the proportion of HD. HD policy is not needed if these three ministries gets well governed redefining with the essential reforms and inclusive vision.
