Here's the summary:
There's this guy haldar sahab who passes by a town everyday, he sees a netaji statue and wonders about it. He talks about how irresponsible and show-off-y the municipal corporations are.
he sees the statue and wonders why there are a pair of REAL specs on it.
He eats paan from a specific stall every-time .
he asks the paanwala about the specs.
paanwala tells him about captain. the captain guy, is handicapped, doesn't have a stall and walks around selling specs.
he is a nation loving guy, so he took the liberty of putting a pair of specs from his stock on the statue.
haldar notices how people call a passionate person (captain) mad.

on day there were no specs,being curious he asks the paanwala. the paanwala sobs and tells him that captain died.
haldar sahab now thinks there is no one with these nationalistic thoughts anymore, and becomes upset. he decides to no look at the statue or stop for pan sine that day. but as a habit, his eyes drift towards the statue.
he sees a pair of specs made of bamboo on the statue.
(it is understood that it was made by a kid) he feels that his faith in humanity is restored and there are in fact such nationalistic, considerate people in the upcoming generations.
