From the works in Development of Cognition in life span ...., I think Kohlberg figured out that it is both LEARNING via Self + Environment & BIOLOGY, that leads to Language Acquisition.

When you were a baby, like all you had INNATE Abilities to grasp the language and make sense of it.

A dog-'puppy' must not be expected to learn HUMAN language- speech.
