Ammonia has donor properties whereas NF3 does not. It is due to the given factors:

1. Electronegativity

2. The high dipole moment of Ammonia

Let's discuss the first one that is High Electronegativity of fluorine.

The electronegativity of fluorine considerably affects the donor properties by pull electrons which makes it unfit donor.

The second one is that NF3 has a low dipole moment than that of ammonia. The high dipole moment of ammonia brings donor properties.

NF3 does not have donor properties like NH3 because of presence of F as compared to H in case of NH3.

Fluorine has tendency to accept the one electron to fulfill its octet while Hydrogen atom is relatively smaller and easier the release its one electron and becomes H+. Fluorine is required more energy to release their electron as compared to H which makes NH3 a easy donor instead of NF3.
