Both N and F are 2nd period elements with lowest atomic radii if O is excluded from this discussion. Small size of N and F make formation of NF3 thermodynsmically feasible.
Larger size of Cl around N makes N-Cl bond not only longer and weaker than N-F bonds but the presence of 3 larger Cl atoms around small N atom causes a situation of stearic over crowding around N. Hence formation of NCl3 absorbs energy to overcome the challenges of overcrowding.
