Due to these strong forces of attraction between ammonia and water molecule, ammonia is highly soluble in water. Ammonia is NH3 due to the lone pair on the nitrogen the lone pairs in oxygen from the H2O are attracted forming hydrogen bonds therefore being soluble in water.
