Obviously Nichrome because resistivity of Nichrome is greater than that of Copper.
As mention above, both wires are of same length and having same cross section area.Therefore resistance of Nichrome wire will be more than that of Copper.
Since more resistance means more I^2R loss (which is dissipated as heat).
Therefore Nichrome wire will heat sooner as compared to Copper(It is a good conductor of current and have very little resistance).
