It is usually a two-step process.
(1) Nitrobenzene on reduction with tin and HCl acid yields aniline,C6H5NH2.
(2) Aniline when warmed with a mixture of sodium nitrite and dilute HCl acid (nitrous acid) gets converted to phenol, C6H5OH.
