The issue is electron packing. Nitrogen has a lower orbital, (2), and phosphorus has a higher orbital (3) directly below Nitrogen. This means that the outer electrons are set more firmly within Nitrogen because they are closer to the nucleus and energy must be added to create a reaction product.
