At room temperature, nitrogen is a gas because the atoms are too far apart and active to maintain a solid state.Phosphorus atoms are much larger and thus less active and closer together at room temperature allowing them to form a solid structure

Hi,

N2 exists as diatomic molecule with triple bonds of p(pi)-p(pi) side-wise overlapping (multiple bonding).

Nitrogen pairs up, into the N2 molecule which has a very strong triple bond. There is relatively little attraction between one nitrogen molecule and another, so they move independently and form a gas. In phosphorus, the atoms do not pair up, they bond to their neighboring atoms, thus forming a network of bonding that holds the atoms together into a solid.

In short definition we can say that nitrogen's atoms are not bond to each other means not closely packed thus forming gas while phosphorus' atoms are closely packed thus forming a state of solid.
