Because there are billions of bacteria called rhizobium in the roots of legumes like green gram, bengal gram, etc which converts the atmospheric nitrogen into its soluble form and this soluble form of nitrogen is supplied to the plants by rhizobium,so farmers do not apply nitrogenous fertilizers into legumes

Rhizobium in roots of pulse crops change the atmospherics nitrogen into the soluble form of nutrients. So there is no need to use nitrogenous fertilizers by farmers.
