In July 1938, the staye congress declared that elections would soon be held.

It called both Hindus and Muslims of the state to "to get units to form a responsible government under the sponsorship of the Ashaf Jahi dynasty."

The Nizam responded by passing a new Public Safety Act on 6 September 1938, declaring that the Hyderabad State Congress would be banned.
