let the numerator is X

therefore the denominator is =X+3

now according to the problem

 \frac{x + 14}{x + 3 - 3}  =  \frac{11}{4}  \\  =  >  \frac{x + 14}{x}  =  \frac{11}{4}  \\  =  > 11x = 4x + 56 \\  =  > 7x = 56 \\  =  > x = 8 \\  \\ therefore \: the \: numarator \: is \: and \: denominator \: is \: (7 + 3) = 10 \\  \\ the \: rational \: number \: is =  \frac{7}{10}
