  1. Magnetic forces acts on moving charges
  2. It depends on left hand rule.
  3. Eg:- as in moving motor
  4. When the charge is stationary or parallel then no force acts on it

It is because magnetic force acts on moving charges . Since the charge is stationary , no magnetic force will act on it.
