It is because magnetic force acts on moving charges . Since the charge is stationary , no magnetic force will act on it.

in order for the charge to experience magnetic force it's magnetic field should keep on changing while intersecting other one.
as it is stationary there is no change in the intersection.

No force is exerted by a stationary charge when placed in a magnetic field because the magnetic force acts on moving charges. Since it is a stationary field therefore the charge is also stationary without any magnetic force

Explanation:

  • The process of magnetism is based on the theory that when a charge particle moves it is because it is pushed by an external force and in the process it creates its own magnetic field.
  • This magnetic field exists due to the motion charge interacts with the magnetic field which was present and the the charge moves with speed and the separation between the charge particles  is reduced.
  • The process charges the conductor and it attracts the other charged particles and the moving charge is affected by the magnetic field due to the force of attraction between them.
