Rupees is an officially issued  legal tender defined by the government of  India as a circulating medium of exchange for goods and services   accepted by the public.
The value is not based on the material used but its based on the amount shown on the its face.

No individual in India can legally refuse a payment made in rupees as long as it is morally right because legally it is the only mode of exchange allowed by the central government. In India, the Reserve bank of India (RBI)  prints and issues the notes in rupees by the order of the central government. Hence, it is the most legal and constitutional way to pay. No one is allowed to use anything else as a mode of currency exchange. Thus, no one can refuse a payment made in rupees as long as it is not unconstitutional or morally unfit.
