No of valence electrons in He is 2 and in Ne is 8 but both are inert elements . Justify?

because helium and neon attains noble gas configuration . the outermost shell is fully filled . so it not reacts with anything else hence it is inert . neon has completed its octet and helium has completed its ductet and the ductet is a limitation of octet rule
