A stationery charge can create electric field. The reason can state by an example--
A fisher man throws his net into the water to catch some fishes.
Just like it, a positive charge produces electric field lines to attract negative charge (It throws its field lines to attract). It also explains why the field lines are away from positive charges. And for negative charges , they are being attracted by the postive charges. So lines are into the negative charges (just like fish are being attracted by fisherman).
When charges move they produce magnetic field its beacuse when they move along their path the E.F. changes and we know change in E.F. produces Magnetic field.
