Obviously party system is not something any country can choose.
It came to be created after along period of time,depending on the nature of the society,its social & regional divisions,its history of politics & its system of elections.
It not easy for them to be changed quickly.
Each & every country develops a party system that is conditioned by its special circumstances.i.e if India as evolved a multi-party system,it is because the social & geographical diversity in such a large country is not easily absorbed by two or even three parties.
No system is ideal for all countries & all situations.
