Government schools cannot celebrate religious festivals because it will be a violation of goverment's policy of treating all religions equally . As India doesn't have any National religion, so to treat all religion equally religion festivals are not celebrated in government run institutions.

Celebrating relegious festivals in government run institutions would act like a violation to the government's policy of treating all relegions equaly. Being a part of a secular country, means no relegion is important than others. To ensure equality, harmony and peace among people we must let soething like relegion divide us. That's why no relegious festivals are celebrated in government run institutions.
