When current is given to cell from battery then why nominal voltage is equal to sum of EMF and voltage drop

EMF = voltage drop + terminal voltage
so when the cell is provided with a current from a battery the voltage drop is negative I guess so that's why nominal voltage or terminal voltage is equal to the sum of EMF and voltage drop....
(not sure please correct if wrong)
How can voltage drop be negative?
when the current in the electrolyte is not in use and dissociation of positive ions and electrons has failed to take place
