it mean that all the drainage sever were blocked by the plastic carry bags so there is no place to water to go to the riverine is the one of most reason of the flood when rain water comes down then it cannot go any wherethen it start accumulating one roads if the drainage sever were open so the water can to the river and then river water will go to sea/ocean
