noble gases show least re-activity or no re-activity because their (noble gases) outermost shells are filled so they have no valency no combining capacity so they do not loose or gain electrons and therefore they don't combine or show any re-activity ....

Their outer most shells are completely filled with electrons so they are less reactive.
eg:Helium ,Argon etc
