It is so because removing 5,6,7 electrons will require an extremely high amount of energy and also the ion formed will have an extremely larger no. of protons than electrons , thus making it highly charged and unstable. Hence non metals accept electrons and since electrons carry negative charge and non metallic ions have more electrons than protons , hence their ions are negative
