Water is not a suitable solvent for oils and fats.

Hydrogen bonds hold liquid water together. (Compared to ice, liquid water has less hydrogen bonds.) Because oils and fats lack a polar component, they must break some of the hydrogen bonds in water in order to dissolve. Because water will not do this, the oil must remain separate from the water.
