Just take Japan as Example,the Country imports more than half of its fish supplies even though bounded by the sea on all sides.
Having natural Resources is not an important aspect of Development but what is Providing Better education and Medical facilities to the Citizens by the Nation to its Citizen.We know that Human resource is the Foremost Resource and Investing in it is just like Investing in the Nation's Economy.
