The notches in the tyres are made for two basic purpose:
One is to skid the water from underneath the tyres to reduce the chance to slip on the water
The second purpose is to increase the friction of tyre so that the tyre have a better hold of the road and gives better and easier handling

Notches on the tyres are always curved in order to increase friction.
This helps to grip the tyre of vehicle specially on the wet roads. In the wet roads the layer of water function as a good lubricant and because of that the friction on road decreases ,that can result in the loosing grip of tyre and hence you can loose the control of vehicle too. This is why notches are kept curved.
