As per Islam Shariat is above everyone and every law and Imam or Khalifah is under it.  

Similarly all Muslim rulers are governed by it and obeys it.  

Primary duty of Muslim ruler is checking laws of Shariat during his ruling time.

Sultans of Delhi were not apart from this.  

They weren't head of any religion but only head of state.  

Their main duty was observance of laws of Shariat or Islamic laws in state issues.

Policy of rulers of Delhi Sultanate was hugely influenced by religion i.e. Islam.  

For this reason with exception of some of them their policies were effected by Ulema and Islam was accepted as religion of state making Delhi Sultanate as a theocratic state though it can't be possible in actual practice.

Maximum rulers of Delhi Sultanate called themselves as Naib (deputy) of Khalifah and accepted Abbasid Khalifahs as their lords.
