Symbolic form refers to the usage of symbols and logical connectors to represent the idea logically. The statement given n the question lacks such logical connectors. This term is usually used in case of dealing with Math questions. However if we say that 'Everything is incorrect' it will be a different way saying the same statement with no change in the meaning.
