It depends on the topic of the notice but mostly the notice is something for the future that it will be in future so,it could be in future and, as you are going to put the notice on the notice board and say about the present circumstances it could be in present also...and if you are memorizing some incident that took place in past..it could have some sentences in past too...so,i can only say that it depends on the topic..of the notice.....and.... the way you are going to present it.....
