It is  easier to collect oxygen from the decomposition of hydrogen peroxide at room temperature. A dollar bottle of peroxide from the grocery store can be catalyzed into decomposition with various substances. I personally like manganese dioxide. The gas formed can then be collected over water, in a test tube, a flask or a balloon, whatever container is most convenient. The oxygen collected will be moist and may require drying depending on your needs.

Potassium chlorate is more expensive, more hazardous to store and decomposes under heat as a liquid, a reaction that can be violent if oxidizable materials are nearby.
