for eg:land resources cannot become useful land own it's own unless humans practice agriculture or construct buildings on them

we can improve the human resources by providing gud education, healthcare facilities, shelter electricity etc to the citizens of our country

Human beings are the most important resources as their potential is not fixed.

Human potential can be increased exponentially by giving everyone proper education and healthcare.

For eg : An uneducated man with poor healthcare facilities would not give as much output as an educated man with good healthcare facilities.

Human beings can transform various substances into resources by the virtue of their intelligence (Human resource)
