(B) Nostoc is the right option.

Chlamydomonas, Volvox and Chlorella are unicellular eukaryotic organisms which have a nuclear membrane.

Nostoc is a prokaryotic cell so it lacks membrane-bound organelles and well organized nucleus.  So, the nuclear envelope or membrane is also absent in such type of cells.
