Explanation:

  • In a HClO_{4} molecule, chlorine atom is located at the center and it has seven valence electrons. And, its surrounding atoms are oxygen which contains 6 valence electrons.
  • Therefore, out of the four oxygen atoms each of the three oxygen atoms are attached to the chlorine atom with a double bond.  
  • And, the fourth oxygen atom is attached to the chlorine atom through a single bond on one end and another end is attached to hydrogen atom. So, there are 3 Cl=O  bonds present in 1 molecule of HClO_{4}.
