As the number of electron in outermost shell is 5 , its valency will be 3 . This is because if an element is having valency less than 4 , it would donate its electron , but if it is having valency more than 4 , it would be hard for another element to take an electron from that element . That is why the element whose no. of electrons in outermost shell is 5 will have valency 3 as it will not donate its 5 electron but will receive 3 electrons from another element to complete its octat
