According to my research , carbon monoxide (CO) is the neutral oxide of carbon. Actually neutral oxide means the oxide which is neither acid nor base.
CO is the oxide which is neither acid nor base.
Well, two more oxides which are neutral NO and N₂O .
But you ask about carbon oxide so, answer is CO.

Before discussing about the Question, we must know what is the neutral oxide.

Neutral Oxide.
Those compound of the Oxygen which are neither acidic or basic in nature are considered as the Neutral Oxide.

Now, there is one oxide of the Carbon which is neutral in nature. The name of the Oxide is Carbon Monoxide.
Chemical Formula of Carbon Monoxide is CO.

Carbon Dioxide is the Compound of Carbon and Hydrogen and it is little Acidic in nature. It is not Neutral. Only CO is neutral in nature.

Thus, we can say that there is one oxide of Carbon which is neutral in nature.
