In solid phase PCl5 exists as ion pair [PCl4+] and [PCl6-]. In anionic part [PCl6-] central atom P is sp3d2 hybridized and Cl atoms are sp3 hybridized. In sp3d2 hybridization dx^2 - y^2 and dz^2 orbitals are involved. These orbitals are axial. So in central atom there is no non-axial d orbital and each Cl atom forms one sigma bond with phosphorus and it has 3 lone electron pairs (steric number 4). So, there is no involvement of non-axial d orbital in the anionic part of PCl5.
