Hey buddy, I'll try to answer your question. Feel free to correct me
As we know, RBCs carry oxygen from alveoli to tissues and vice versa through blood, it requires limited amount of sufficient oxygen for this transportation. As we go uphill, as the partial pressure of oxygen decreases, the RBCs crave for oxygen hence we'll get breathing problems. To compensate this problem, our body produces more amount of RBCs inorder to maintain the oxygen content thus providing sufficient oxygen for the tissues. This problem is called as Altitude Sickness.
I think I've helped you out. If I didn't, feel free to point it out

Answer:
The people living in the high altitude have more RBCs in their body. It helps them to adapt at high altitude as there is less availability of oxygen. More RBCs in the body support to collect enough amount of oxygen for the body. So they have red cheeks. But the people living in low altitude have enough oxygen so they need less rbc to collect oxygen
