As per followed convention, Parliament will convene three sessions in a year. These are:
BUDGET SESSION(FEB-MAR)
MONSOON SESSION(JUL-AUG)
WINTER SESSION(NOV-DEC)
Albeit, as per Article 85 of Indian Constitution:
Sessions of Parliament, prorogation and dissolution
(1) The President shall form time to time summon each House of Parliament to meet at such time and place as he thinks fit, but six months shall not intervene between its last sitting in one session and the date appointed for its first sitting in the next session
(2) The President may from time to time
(a) prorogue the Houses or either House;
(b) dissolve the House of the People
So it is clear from the above that there shall not be a gap of six months between each session.
Nevertheless, Budget session was hitherto conducted at end of February every year till 2016–17. But a decision was taken by the government to advance the session by a month i.e…, to convene the session at the end of January from 2017–18. Reason behind advancing Budget was with a February-end Budget, transmission of funds, and thereby meaningful implementation, seldom starts before June, by which time the Monsoon sets in. This leaves just about two-quarters to spend a whole year’s funding for projects involving physical infrastructure capacity-creation.
