We know that, <APO = 90° (As AB is the tangent)
Thus <QPO = 90° - 58° = 32°

Now, in  triangle OPQ, OP = OQ (radii of the circle)
Therefore  <QPO = <OQP = 32°
Thus <PQB = <OQP = 32°
