This is because.
O atom requires 2 electrons to complete its octet. It has 6 electrons in its valence shell. It requires 2 more for stability.
For this it forms a covalent bond with another O atom to form an O2 molecule.
In case of neon, its octet is already full (8 electrons in the valence shell) So it is already stable.It does not require to form a bond with another neon atom to achieve stability.

because neon already has eight electrons in its outermost shell and its already a stable molecule so it does not form a molecule
whereas oxygen has only six electrons in its outermost shell . so by forming a molecule it can achieve eight electron in its outermost shell so that it will a stable molecule
