The Black Power Movement was the angry response to thelack of economic development in many black communities after the passage of the Civil Rights bills inCongress. It was largely a youth movement and its primary leader Stokely Carmichael and SNCC. Basically these were that fraction of black America who wished to stoke the fires of conflict. They were, like Black Nationalists and other Pan Africanists,largely Marxist leaning with the expectation that gradualism was nevergoing to work and therefore called for revolution.

"Black power " expresses a range of political goals, from defence against racial oppresation ,to the establishment of social institutions and a self-sufficient economy,including black -owned,bookstores, cooperatives,farms and media.
