YES ,To change the state of motion of an object net force should act on them.
According to Newtons 1st law: "Every body continues to be at the state of rest or in continuos motion,untill and unless an external force acts on it."
EXAMPLE:
1.a football moves when to exert a force(kick it)
2.raindrops falls down due to force exerted by gravitation.
