There are three forms in which an adjective can be written - Comparative, Superlative and Positive.

The most basic form writing an adjective is the positive form.

Then comes the comparative degree which is used for comparison as the name suggests.

Lastly, is the superlative form which is the highest degree of the way in which an adjective can be written as.

The difference in both these sentences is "Ramesh is as tall as Radha." is written in positive degree and "Radha is not taller than Ramesh." is written in comparitive degree.
